TiO2 classification and labelling

The classification of certain forms of titanium dioxide (TiO2) as suspected carcinogens by inhalation was published on 18 February 2020: more specifically, the hazard class Carc. 2 was assigned with the hazard statement H351. At the same time, as of 1 October 2021 specific requirements apply for the classification of mixtures as well as the labelling of certain mixtures containing TiO2 with defined EUH statements.

In order to support both industry and authorities, a guidance document on the classification and labelling of titanium dioxide was developed in cooperation with the German competent authority (BAuA), the European Commission and the network of national helpdesks (HelpNet).

As reported in note 10 of CLP Annex VI for TiO2, the classification as a carcinogen by inhalation applies only to mixtures in powder form containing 1% or more of titanium dioxide which is in the form of or incorporated in particles with aerodynamic diameter ≤ 10 μm. The application of Note 10, however, only results in classification of mixtures which are in powder form if:

either the content of titanium dioxide particles with an aerodynamic diameter ≤ 10 μm is equal to or greater than 1% (w/w); or
the content of titanium dioxide, which is incorporated in particles with an aerodynamic diameter ≤ 10 μm, is at least 1% (w/w).

With the aim of supporting their members, EuPC and EuMBC are planning to draft a guidance document analysing the currently available methodologies for characterizing chemical composition, concentration and dustiness of mixtures containing TiO2. The guidelines, which might be published in Q1 2022, might support those companies affected by this new classification.
